Scott Horsley is a consulting hydrologist, business owner, educator and inventor. He received a B.S. in biology from Southeastern Massachusetts University and an M.A. in geography and marine affairs from the University of Rhode Island. Scott is President and CEO at Horsley & Witten, Inc., a consulting firm based in Sandwich, MA which works throughout the U.S. and abroad for both public and private clients. He has more than 20 years of professional experience in water resources science and management. Specific areas of interest and research include delineation methods for critical water resources protection areas, carrying capacity analysis of watersheds, and innovative water management strategies. He has worked with federal, state, and local governmental agencies as well as private industries throughout the United States, Bulgaria, Nicaragua, China, Brazil, and the Bahamas. Scott currently serves as a principal instructor for a nationwide series of U.S. Environmental Protection Agency (EPA) training workshops on watershed management. He received the Environmental Innovator Award from EPA for his work in constructed wetlands and stormwater treatment.
